Fiscal Year 2019 appropriations process (funding bills) continues to progress. Most programs relating to global health are found in either the Labor, Health and Human Services and Education Appropriations bill or the State and Foreign Operations Appropriations bill. These two bills have been passed by the Appropriations Committee in the House and the Senate and now await consideration by the full House and the full Senate. As yet, there has not been a time scheduled for this consideration.

On June 27, the House Energy & Commerce Health Subcommittee approved the Pandemic and All-Hazards Preparedness Reauthorization Act of 2018 (PAHPRA) unanimously. The Senate Health, Education Labor and Pensions (HELP) Committee approved their version of the bill in May. PAHPRA reauthorizes bio-preparedness activities under HHS and NIAID including Project BioShield, the Biomedical Advanced Research and Development Agency (BARDA), and the Strategic National Stockpile (SNS). Current authority for the programs expire in September, though the overwhelming bipartisan support for the program suggests that it will not face strong opposition in either chamber.
